The part you refer to is a steel plate with several bolts, the plate is secured to the bumper with adhesive. Anything that can be removed from the bumper and not an actual part of the bumper itself, would have a part number. The item you refer to and other brackets such as the fog and lower grille mount brackets I believe had no standalone part number, as they are part of the bumper itself.
I would use a good quality double sided tape such as is used to affix number plates, and silicone around the seam to keep the weather out. the mating face of the bracket should be ok, but I would smear Gorilla Glue to the fibreglass bumper mating face to give a smooth sdherent surface
