Looking at the pictures from Arctic, the 2nd capacitor links the two outer pins (post 13 last picture). This is not present on the OP's pictures (post 10 pic 1) and hence the OP found it loose within the casing.
Even if the brushes are replaced on this motor with out this component refitted/replaced it will not work correctly
