I don't think it's your balance VIS in this case.
I always keep an eye on VIS motor problem posts and it seems a flat spot or lack of a surge in power at around 3500 is a specific symptom of a Power VIS problem.

I believe the butterflys are also a typical problem, from what I've read on here, but I don't know enough to comment specifically.
