A good idea that needs extending.

My idea was that a new test had to be passed to move up the grades.

The drivers would have to improve their abilities or indicate to the world by the letter on the plate and help folk to stay away from them if they were sporting a large letter A.

Saves trying to guess the ability of the person driving that car in front of you.-------------------
