Depends upon an individuals concept of fair.
If what you are forced to pay for something is excessive or the item not wanted or of any value to you, the the cost cannot be fair.
Hence one person notion or interpretation of fairness is often not the same as others.
If you give it some thought I am sure you will appreciate my point.
