I'd say that the thermostat is either faulty or its rated at a lower temperature than the standard specified 88 degrees (it looks as if it's an 82 degrees type).
The temperature gradient across the heater matrix has nothing to do with the thermostat. That's most likely contamination in the cooling system (has hard water been used?) or maybe air.
