I could go on and on about the vagaries of International Aid, with specific countries in particular. Suffice it to say the Aid, or bribe, is usually thought to be in return for something; either a material gain or diplomatic favour. However, most of it seems to be entirely because of the 'me too' agreement of a stupid decision to guarantee it at a set % of GDP. No matter what!
