I'd say the electro-adjuster has stuck or seized. It's fairly common and may require gaining access to the internal gubbins. If so, it means separating the front lens after cooking the lamps at 100C or so in the oven for ten minutes. The reflector/bulb holder unit is the bit that moves up/down and left-right to provide the correct beam positions. The electric motor inside moves the reflector up and down.
This photo shows the reflector and the three pivot points the allow for the adjustments.
The upper central pivot is fixed to a push/pull adjuster connected by a threaded spindle to the manual up/down adjuster sprocket. The upper right is pushed/pulled by the manual left/right adjuster sprocket. The lower pivot is attached to a stepper motor, which pushes/pulls the lower edge of the reflector, so raising and lowering the beams according to the interior thumbwheel or the suspension gizmos.
