At 18°C - 30°C = 0.245Ω - 0.345Ω or 0.4Ω.
What if they all read 0.5XXX0.6XXXΩ or 0,7XXXΩ Will they work, probably, I have known them work at this resistance.

Water pump
Unless the air fan starts, then stops after around 3 seconds, then purges, it is NOT the water pump.
If the PCB starts the water pump, the water pump is NOT the cause of the start up interruption.
