I don't think a CC can drive as economically as a good driver driving for economy - cc is blind, it doesn't see the hills and just blindly tries to maintain its set speed. A good driver can add to the speed on the downslope, to save fuel on the next hill. There is also some wasted fuel messing about to engage it and disengage.

I would agree with this. I remember the time when we used to fit an inlet vacuum gauge as the best indicator of an engine's instantaneous economy. The same principles still apply and something that a driver with a predictive driving style can use to optimise economy.
