My Guess is that instead of banning cars they will introduce a pollution charge or what ever they want to call it so you can still drive your car into the city but will end up paying for the privilege to go against the cost of clearing up your pollution.
Yes I am sure it will put off regular travellers but if you only travel into the city occasionally you will pay the charge rather than have to try and work out how to get in on public transport.
