Mine was previously owned by an elderly gent too and I also suspect he hadn't gone over 50, mainly because the flaming thing didn't want to, without an absolute bootfull of throttle. That's why the economy suffers so badly

I don't quite understand why he was quoted a fortune though, as it's literally a few minutes to replace both VIS's

I think I can guarantee you'll be extremely pleasantly surprised when you replace them
