Taking fuel and spark precautions, what is the colour of the rest of the fuel in the tank ?
Have you the means to siphon some fuel from the bottom surface, ideally the lowest point of the tank after it's been stood a day or two into a glass container then let it stand an hour or two to see if there is any water in the fuel, and, or dark sediment. ?
It is obvious that there is a contaminant of some description in the tank that needs to be identified, what it is and where it came from ( which may have been many moons ago ) and removed and is possibly the thing causing your problems by reducing the flow through the filter.
I suppose that ideally it would be best to drain and flush the tank and use a new filter and go from there, then if all's OK recheck the filter after a month or so, oh for the days of fuel tank drain plugs
Hopefully the filter has done a good job and prevented whatever it is causing problems further along the fuel circuit.
