Try checking this

when doing a clutch change I think the cables have to be removed at the gearbox end.

The outer cable is retained in a bracket with a fragile metal spring clip.

Make sure these have not snapped or come adift and the outer cable is moving freely

https://rimmerbros.com/Item--i-ULS100140 At the top of the picture is a black plastic adjuster, to the right a "brass" fitting. On this fitting you can see the wing of the metal spring clip.

I don't know if you can get the clip separately, I have a feeling you cant and so a trip to the scrap yard will be in order or the use of a cable tie
