BMW didn't have it detuned. The M47 they fitted to the E39 and E46 of the era had the same power and torque output. When they released the TU version of the engine they produced more power as there were more changes to the engine than just the fuel system. The "160" map produces around 10bhp more than stock when ran on a calibrated dyno.
