It's my understanding that ULEZ compliance isn't based upon CO2 emissions. That's used only for VED (road tax) bands.

The Euro standards consider CO (carbon monoxide), HC (hydrocarbons), NOx (oxides of nitrogen) and PM (particulate matter: diesels only).

I'm not sure that the "Motorway" ULEZ checker is correct to quote CO2. The AA & RAC websites don't mention it.
