I can't use a code reader because the car has an Emerald aftermarket ECU.
That's assuming that SRS fault codes are stored in the main ECU on a 1998 vehicle?
I have also read and had it suggested that the rotary coupling on the steering column is the most likely culprit.
Hopefully Phil t4 will see the thread and be able to advise

If you mean the buckles for the belts Gary they do not have any electrical connectors.The light should go out without the seatbelts being fastened.
