underneath the seat there is a thin steel wire and clevis pin that should be connected to the base of the seat. This wire is attached to the seat belt upper anchor and should move up and down as the seat moved fore and aft.
From the rear footwell have a little look under the drivers seat as someone may have disconnected it and forgot to reconnect.
