It's the white (if solid) or clear if air spaced plastic that goes around the outside of the centre conductor Richard.
If air spaced then moisture can travel the whole way downtime inside of the cable and into the tv socket. This usually happens when the plastic cover on the aerial comes off/cracks etc. Not the case for you obviously.
Usually happens over a long period. When you re did the connection with the new cable on the aerial it would have likely been obvious. The connections on the aerial would be badly weathered and the old cable gone a nice shade of verdigris
