I don't think that it is running backwards.

Look at it at start up, and then when it come to a halt. Both are running forwards (with respect to the cutting edge)

When at speed, it appears to run backwards, well known synch problem with rotating wheels etc, being filmed.

Easier to see this if you watch the chuck, rather than the milling bit.
