They are the ones at the top of the wheel arch liner and they are definitely Phillips screws. Whether the car has been worked on before I bought it and the garage put back the wrong screws, or whether with it being one of the last 75s produced Rover were just using up whatever they had to hand in the parts bin I don't know. When I do get them out I'll replace them with hex heads.
