That is outgassing, normally caused when the wheel is contaminated with grease prior to applying the powder primer, the first application of powder is too heavy, or they could be using poor quality primer.

Either that or there is trapped contaminants in the alloy which are being released when the wheel is raised to cure temperature.

You can either ask them to retry, or get them wet painted instead
