I think you have to differentiate between verbal abuse directed at an individual and general verbal disapproval at the state of affairs. In this case there is nothing to suggest that it was the former. To deny the populus the right to express the latter would be to deny them a basic right of responsible free speech. In which case why not just ban the public from entering a few square mile area around locations of political power?
In fact, so the peasants really need a vote?
