With regard to the VIS motor. It sounds like the inlet manifold butterfly that it connects to is sticking (a common fault). Take the butterfly out and ease it by removing whatever is making it stick (carbon or plastic). You may have to replace the VIS motor or open it up and reset it to the correct position.
