No, not tricky at all.
Get a 1mm cutting blade on an angle grinder, cut and the thing is off.
Move to desired position, hold, weld.
job done.
5 minutes max for a guy with skills and equipment.
Nothing tricky at all.
You would do this with MIG welding, also known as CO2 welding.
You can also do it with MMA, or arc welding, but that is almost out of fashion.
TIG could be used, but would be a waste of time.
Take it to a local exhaust shop.
