One of the brushes is almost certainly worn out which is why you've lost speeds 1 & 2.
But as for converting it, anything is possible once you've replaced the brush(es) but I'd keep it as a 3 speed fan. If you wish to replace the 3 speed with a 2 speed fan it's plug & play.
