Ahah! I never knew what that cable was for!

Anyway, I checked under the seat and it was clipped in place as it should be, but the cable itself was very slack.

So I removed the B-pillar trim again to look at the top end of the cable where the seatbelt loops through its mount in the B-pillar, and found that the cable had come out of where the white cable outer is supposed to sit, which was why it was all floppy. I re-seated it, and it went back to being taut. Tested the seat moving forward and back, and yes the adjuster went up and down.

Replaced the trim, so now all is well.
