If you literally submerged the fins, that's generally regarded as way over full. The official 'Full' mark is the floor level at the
base of the fins. A millimetre or ten above that makes little difference, but a coolant level above the fins leaves little space for expansion during warm up to running temperature. I guess it's useful for the checking leakage rate when standing unused. However, it may be lower after driving simply because thermal expansion may force some coolant out via the pressure cap. That would be a false positive leak detection.
