First I've heard of this but couldn't agree more with the above. If its not trying to tax us off the roads or changing the type of petrol available, then putting a stranglehold on the supply of used parts is just another nail in the coffin!! 
(however, didnt they try this with the sale of second-hand furniture - not supposedly allowed without a certificate of fire-proof-ness, yet sales seem to continue online nevertheless!!)
