If you read the link in post 16, it would appear that environmental issues are the primary motivation behind this.
Steve's comments (post 17) are also something to take seriously.
The sale of used spares might just be an unintended consequence, although that is probably open to debate.
If it is / was unintended, then it lends hope to any opposition, which clearly now must be organised.
