The sale of used spares might just be an unintended consequence, although that is probably open to debate.
If it is / was unintended, then it lends hope to any opposition, which clearly now must be organised.

Yes, it’s all about preventing people putting, say coolant down the drains or letting oil deep into the ground. It’s protecting local environment, has been in place for years. It’s nothing sinister about getting older cars off the road.
