It does, but it doesn't prevent the head bleed from working. There's a larger drilling from the same pipe hidden to the left of the neck.
This view from inside the tank shows both holes. Number 1 is the small drilling in the neck which gets sealed off by the pressure cap o-rings. The No.2 hole is the main bleed outlet.
