Apologies if I'm missing something but is it necessary to have the wheel off to replace centre caps? Do they not just pry out?

I purchased a torque wrench from Screwfix I think, approx £25. Covers 28Nm to I can't remember how high, definitely over the 125Nm required to torque wheel bolts. I use it for a final tighten so I don't overdo it, as do my preferred tyre place, which is one of the reasons I go out of my way to go there.

As far as locking wheel bolts, the early design like I had on my 51 plate 75 were dreadful and eventually two had to be drilled out after too many visits to dodgy tyre places. The ones on my current 06 plate ZTT are MUCH better. I don't actually think anyone is going to desire these alloys though, so it's likely you don't need locking bolts.
