so what is the correct procedure dill the holes then put the blade on or as said locate the blade turn and lock it then drill the holes through the plastic into the metal.
failing that if I can turn onto the spindle should I apply a little of gorilla glue to help to secure

Hi Bill
fit the blades to the to the spindle use a thin wall 15mm socket to aid you locking the blades in position

Then drill through the slots into the metal 2mm or 3mm hole then add self tapping screws to secure the blades
