The four jacking pad points are there to be used only as a means to change a wheel /tyre that may have a puncture etc, we all use them maybe for axle stands to work on changing the brake pads etc.
The jacking points to lift the front and rear of the car are in a different place ie forward of the engine and rear of the spare wheel well.
Therefore yes they are official jacking points for the above mentioned.
As we know also that the chassis/sills are that stiff if you jack the car up at the wheel changing points high enough it can and will lift that whole side of the car, but it is not meant for that
