I didnt think it was legal to carry fuel in the car. But as mentioned elsewhere if you MUST carry (your choice), invest in a metal can (I wouldn't go as far as a Jerry can). I dont know anything about the physics/chemistry of plastics, but have had plastic containers that have either holed or become porous or thin. To the touch, they no longer felt strong, and I would suggest this may be part of your problem. The constant stretch and shrink has affected the container and is allowing fumes to leak (watertight but not airtight).
They probably arent available anymore, but Paddy Hopkirk (the brand) used to do a metal can, with a low centre of gravity design, for which you could buy a metal securing bracket also to stop it sliding around. They even did a two piece one, where a mirrored can fitted to the bottom that acted as a mini tool box. Of course there will be potential issues with metal ones, with corrosion, and seal damage (which could also be your current issue).
