I found mine like that when fitting a new tank pump. I purchased a spray can of expanding foam and sprayed it up the pipe towards the wheel arch after cleaning all the crud out, waited for it to come out into wheelarch area, let it harden, then cut it back and covered it in underseal. No probs since.
