I've done something similar a couple of weekends ago to my rear arms.
A damn good clean off, I used some wire wheels on the end of a electric drill. Then Krust, then after that dried I sprayed some stone guard over the top, and finally sprayed underseal with added Waxoyl over the top.
Time will tell over the winter how well it has done.
Something, anything to treat rust is far better than just letting it going it's merry way and eating away at your stead!
