So unless you use a rust convertor, bare metal! or sound paint. Nothing else will do.
And under the car is usually not an inviting place to do a first class job.

But, was that not the draw.of hammerite? Remove loose rust and away you go, even over surface rust? It worked well for me about 30 years ago. It didn't seem the same when I used it a couple of years ago, but that was on bare metal.
