They tried that in Stevenage New Town all those years ago. Footpath access to the houses only, garages away from the houses linked by narrow foorpaths. Try moving in with furniture when you do not have proper road access!
There is still a myth that all persons work in the same small town, so you can walk to work. Ha Ha, if only.
Its bad enough having to walk miles to find a bus that does not go where you want/need to go. Or indeed need several buses just to go 5-7 miles to a hospital appointment.
