I agree, besides which any high impedance digital test meter, as this meter is almost certain to be, will pick a great deal of noise from the PSU and measure that. It does absolutely need to be tested under load, to properly assess the results.
If there is no other easy way to check it when plugged into the loaded and it is a 2-core cable, I find an easy method to connect a meter, is to stick pins into the wire cores.
