it is secured with double sided tape which dries out and the rubber shrinks.
Remove it totally, scrub off any remnants of the tape from the rubber and the scuttle panel, then coil up the rubber in a pan of water and bring it to the boil for at least five minutes.
The rubber can now be gently stretched, and will remain so for several minutes, long enough to enable contact adhesive to be applied to the rubber and the scuttle.
When you start fixing the rubber to the plastic allow a small 1/4" overlap, then work the rubber along carefully as this is a one shot being contact adhesive.
When you are approaching around 12" from the end, you will find one of two things, either the rubber appears to be miles too long (anything up to 3") or ever so slightly short, if its the latter, simply stretch it gently as the last section is worked into place.
Clamp off the ends with a couple of bulldog clips, then roll the edge with a rubber wallpaper seam roller, allow it to sit for a couple of hours, trim the excess and refit the scuttle.
