Food availability trumps (the card meaning, not the person) everything if it involves feeding your population.
And, if the reports are to be believed, we've already seen how the Chinese deal with the "occasional" biological incidents from poor food standards. Their citizens seem to be somewhat expendable.
If it affects other countries - who cares? Perhaps that can be turned to an advantage if their economy crashes then there's rich pickings to be had for peanuts.
