I think the network providers who relay the fake calls (the scammers fake the numbers) should be made liable. They know who the call originates from (otherwise they would not be able to bill them) and are quite happy to take their micro pennies for each call.

They then give the tools to block calls at the end, who gets the call. Strangely they still make their money. Kerching.

If they were blocked at source and telecoms made liable for fake calls, it would stop overnight.

Most originate abroad. Does not matter. Block the originating exchange if they are relaying fake calls.

If the exchange does not present an id, block it as well. Only traceable calls get through.
