The alloy thread in the block would strip long before the high tensile bolt reached its elastic state, its definitely not that. Its a patch bolt as Mike says, and can be reused with a little loctite
I must be evil and rough as anything.
In all the years of building kseries and kv6, I have never changed a timing tensioner bolt or come to that a camshaft set screw.
Technically speaking the conrod end cap waisted bolts are stretched, but still within the elastic state, including the cylinder head through bolts which are long in length and have a large thread area of engagement in the alloy bottom plate allowing reasonable torque to be applied to reach the elastic state.
