Everyone on here will tell you that these diesels don't require glowplugs to start in freezing conditions unless well below zero, but I had one with the same symptoms you have, and with a new glow plug relay it worked fine.

Now it may well have been that it had underlying fuel issues, but with the new glow plug relay it always started on the button, and I had no other issues for the next couple of years of ownership.
