Sorry to hijack the thread (just had some *&^/#$ pull out of a quiet side road into another quiet road in front of me without looking and then stop ACROSS THE ROAD to look at his phone, then seem surprised to see the front end of my hi-roof transit inches away from his drivers door putting a long long blast of my (really very loud) horns straight in his ear hole.
he then sped off the wrong way up a slip road onto the nearby dual carriageway. as I drove off, I saw that he was stopped and trying to reverse back down).
Without wishing to pour scorn on your idea, how would decennial road tests stop twerps such as the one you describe from behaving like that once they've passed their latest test???
