You can quite safely touch both terminals of your car battery at the same time. It has enough power to turn your engine over but is harmless as it's only 12 volts pressure.

That is because the current through the body is so low because of the resistance of the body unlike when you are starting the car as it is almost a short circuit and their are 100s of amps of current.
It is Ohms Law. I = V/R
