If the light comes on, and stays on (doesn't go on, off, on), then it is highly likely that the airbag system is significantly broken and will do nothing.

If the light goes on,off,on then that is a different scenario, I don't know if it would work or not. However even if it could work, it may not function due to whatever put the light on in the first place (imagine if the light is on as an airbag is unplugged, no matter how hard the airbag module tries, it will never fire that airbag, similarly if a sensor is defective then the airbag module might not receive a trigger signal)
