A 98 degree thermostat??
Are you serious?
Normally there is about a 10 maybe 15 degree opening interval. That means the thermostat has hardly opened, before the first stage cooling starts at 100 degrees. Makes absolutely no sense, whatsoever.
The normal fan is more than able to cope, provided it works.
There are normally no bubbles in a system that has been up to temperature and topped up a couple of times, unless you lose water The system is self bleeding, like any normal cooling system should be!.
